These statistics provide one of the representative indices for following trends in housing investment and summarises the number of housing starts at different time points, moreover the statistics have different categories of housing covering owner-occupied relationship such as possessed house, house for rent, subjects of investors, structures, and regions. There are two types of construction: 1: New dwelling construction. In new dwelling construction, new dwelling (including those rebuilt on new premises or new sections of a dwelling) is built by new construction, addition or renovation. 2: Others. These are cases when a new section of a dwelling is not built by addition or renovation. In relation to fluctuations in the economy, it is considered that rising housing starts are a precursor to a rise in the economy.

The Bank of Japan, as the central bank of Japan, decides and implements monetary policy with the aim of maintaining price stability. In implementing monetary policy, the Bank influences the volume of money and interest rates for the purpose of currency and monetary control, by means of its operational instruments, such as money market operations including buying and selling of Japanese government securities (JGSs). The basic stance for monetary policy is decided by the Policy Board at Monetary Policy Meetings (MPMs). At MPMs, the Policy Board discusses the economic and financial situation, decides the guideline for money market operations, and announces decisions immediately after the meeting concerned. Based on the guideline, the Bank sets the amount of daily money market operations and chooses types of operational instruments, and provides and absorbs funds in the market. MPMs are held once or twice a month, for one or two days. The Policy Board members discuss and decide the guideline for monetary market operations at MPMs. The monetary policy decisions are made by a majority vote of the nine members of the Policy Board, which consists of the Governor, the two Deputy Governors, and the six other members. Тhe Bank immediately releases its decisions on monetary policy, such as the guideline for money market operations and its views on economic and financial developments, after each MPM. In addition, regular press conferences by the Governor, the chairman of the Policy Board, are held to explain details of the monetary policy decisions. The Bank also releases the minutes of MPMs, and releases their transcripts ten years later, to clarify points discussed by the Policy Board in the process of reaching decisions. In addition, the Bank prepares and submits the Semi-annual Report on Currency and Monetary Control to the Diet, in June and December each year, and explains its policies.

The Employment Cost Index (ECI) is a measure of the change in the cost of labor, free from the influence of employment shifts among occupations and industries. The compensation series includes changes in wages and salaries and employer costs for employee benefits. The wage and salary series and the benefit cost series provide the changes for the two components of compensation. Wages and salaries are defined as the hourly straight-time wage rate or, for workers not paid on an hourly basis, straight-time earnings divided by the corresponding hours. Straight-time wage and salary rates are total earnings before payroll deductions, excluding premium pay for overtime and for work on weekends and holidays, shift differentials, and nonproduction bonuses. GDP is measured as the sum of personal consumption expenditures, gross private domestic investment, net exports of goods and services (exports less imports), and government consumption expenditures and gross investment. Consumer confidence surveys measure individual households' level of confidence in the economy's performance. The Reuters/University of Michigan Surveys of Consumers are monthly surveys of consumer attitudes and expectations about the U.S. economy. They provide a gauge of consumer anticipation of changes in the economic environment. One part of the surveys - the Index of Consumer Expectations - is an official component of the U.S. Index of Leading Economic Indicators. The monthly Survey of Consumers is a nationally representative survey based on approximately 500 telephone interviews with adult men and women living in households in the co-terminous United States (48 states plus the District of Columbia). For each monthly sample, an independent cross-section sample of households is drawn. The respondents chosen in this drawing are then re-interviewed six months later.
